By the rules of XGE a common magic item is at leas 200 GP and max 700 GP half for a consumable one. So yeah it is totally in range. XGE includes rules to craft spell scrolls, which prices a first level spell at 25 gp to scribe. My suggestion would be to take that table into account when calculating scroll prices.
